The Public Expenditure Review Key findings

The Public Expenditure Review provides analysis on how efficient the State has been in providing public services with taxpayer’s money. The Review provides advice on how much to spend more efficiently within and across sectors. It also shows who is gaining access to public services and how to target improvements to those groups which are still falling behind, The Review benchmarks Kenya’s performance with other African peers as well as high growth, middle income countries in Africa and Asia.

Cover Design Indicator Handbook For The Monitoring And Evaluation (M&E) Of The Kenya Vision 2030 This Handbook has been produced by the Ministry of State for Planning, National Development and Vision 2030 under its mandate of monitoring the Vision 2030 and its First Medium-Term Plan. It is designed to enhance managerial productivity by providing an easy reference to the key national socioeconomic and governance performance indicators and flagship projects undertaken in the period 2008-2012 and sub-national performance indicators for districts and constituencies.

The Monitoring and Evaluation Directorate was initially started as a department in the Ministry of Planning and National Development in the year2004. It was later on upgraded to a Directorate in August 2006. The Directorate is charged with the responsibility of tracking performance of government implementation of policies and programmes in line with the ERS and long-term development goals including the Millennium Development Goals (MDGs) . MED has established a National Integrated Monitoring and Evaluation System (NIMES), which comprehensively covers all public sector organizations and is expected to cover other non-state actors such as development partners, NGOs, FBOs, and Civil Society Organisations.

To institutionalize the application and use of monitoring and evaluation at all levels of all sectors for Policy planning, Programme implementation and budgeting.
