The Monitoring and Evaluation Directorate was initially started as a department in the Ministry of Planning and National Development in the year2004. It was later on upgraded to a Directorate in August 2006. The Directorate is charged with the responsibility of tracking performance of government implementation of policies and programmes in line with the ERS and long-term development goals including the Millennium Development Goals (MDGs) . MED has established a National Integrated Monitoring and Evaluation System (NIMES), which comprehensively covers all public sector organizations and is expected to cover other non-state actors such as development partners, NGOs, FBOs, and Civil Society Organisations.

To institutionalize the application and use of monitoring and evaluation at all levels of all sectors for Policy planning, Programme implementation and budgeting.
